The agencies concur which the definition of “waters of the United States” have to be made to progress the target of the Thoroughly clean Water Act. For the reasons reviewed in area IV.A.two and IV.A.3 of this preamble, the organizations also interpret the Act based upon aspects other than the science and connectivity of waters, including the te
